In that vein, perhaps it's better to live and let live. The legal barriers strike me as more theretical than practical, though I'm not a lawyer. Those shops that want to get into it find a way to deal with the risk, even if it's by using this type of rationale. The one's that don't have a handy excuse. Most dive boats allow nitrox on board and some even provide it. The one's that don't generally don't get my business. I'm loyal to Reef Seekers despite their policies because I like the people. They'd get more of my business if they provided nitrox, but it's a free country.
