I don't share your view that Dixie Diver's acted too hastily, in fact, if you read the regulations promulgated under the applicable statue it was a government requirement that the individual shop request the waiver. While this waiver request shall not be cited a precedental, it can be viewed upon as the intention of the regulatory agency, and as such will indicate the intent when applying for the change of statue..

Dixie Diver's invested a fair amount of legal fees in this regard and all the lawyers involved followed the established guidelines of OSHA...

Simply put, it'sfighting beauracrats and you have to do it there way or your only throwing money down the drain...
