As for the loss leader of free air, and the ability to discount dive items, as a consumer, I say competition is a good thing. I would hope the dive shops feel the same (the concept of "goodwill" goes a long way, even though it may mean less short term profit - see Kurtis' post re: price matching - that's a damn good gimmick that would make me want to shop there - so is free air).

Anyway, all I asked was if there were any shops that did it (and maybe I asked so I could avoid their dirty filters, who knows?), and according to American Divers, they charge $3 anyway.
