Sounds logical to me. Why not try calling all the local hydro places and ask them about it. Once you get a current hydro with a plus, the dive shops shouldn't object to the extra 10%. If they do, walk. Expecting the dive shop to give you 10% for a tank without a plus, however, is asking them to fight accepted dogma and that's too much.
