Sea lions aren't uncommon and I see them all the time in Monterey and Carmel but I can only think of two spots where they are a sure thing. You can nearly always see them from a shore dive at the Coast Guard Breakwater, especially if you're willing to swim out to the end. The other spot is Lobos Rocks which is an advanced only boat dive, and only then if the weather is nice. The Cypress Charters boats will visit this spot on occasion for advanced trips.

Most other spots you get a swim-by now and again but it isn't really predictable.
