The majority of dive boats in SoCal do not routinely supply tanks and weight belts. That's not to say you can't call ahead and make arrangements. I happen to know that Tim on the GreaT Escape will make it happen but you just need to call ahead. www.diveboat.com
But, I'm sure all of the other boats will help you out. Look in Ca. Diving news, check out the schedule and call ahead.
