I never said that an additional "test" had to be preformed, I said, "In order to qualify for the + designation, "wall stress" must also be determined." This is absolutely correct. I also posted what is needed to do this and the DOT rule on how this is done. It is not a test as you state I stated. The determination of wall stress is a calculation that is not normally done when a cylinder is hydroed. A plus rating requires the tester also keep this addional data on the cylinder.
