What ?? Eins, hydrostatic testing specifically measures dynamic elastic expansion of the candidate cylinder, and more importantly LACK OF CONTRACTION.
And there is a big difference in testing between a " hydro " and testing a cylinder to determine if it qualifies for a 10% overfill exemption ( a "plus " rating. )
