Eins,

The service pressure is the pressure stamped on the cylinder. The plus indicates the cylinder is elligible for a 10% service pressure overfill. Neither 49CFR173.34 nor 49CFR173.302 make any exception for hydrostatically testing cylinders at a pressure greater than 5/3 of the stamped service pressure.
