You're playing semantics. The wall stress is determined by a hydro, along with elastic expansion.

You're also playing semantics with the term "tanks". That's how most divers (in the U.S.) refer to them. The Brits call them bottles. Just because the official term used by the DOT is cylinders is no reason to make a fuss about it. The meaning was clear.

Your belief that the DOT will do away with "overfills" is unsubstantiated and flies in the face of the + and why they did it in the first place.
