Well, I am not having any trouble with this. I just choose to follow the easy route and listen to what the DOT people tell over the phone. Why should I make things complicated and follow some balderdash paragraphs and formulas when I can have it nice and easy? You do it your way, Bill.
BTW, what is your background? Are you some kind of hydro engineer? Or what is your agenda that you insist on making things more complicated than even the DOT requires? Inquiring minds would like to know.
