I am not playing with semantics in terms of 'wall stress'. The DOT defines what wall stress is and it is clearly different than elastic expansion.

Average Wall stress is determined using the results of the elastic expansion test. But if elastic expansion and average wall stress were the same thing, the number that the water jacket test machine put out would not be elastic expansion, it would be average wall stress.

Also, Max Wall stress CAN be used instead of Average Wall stress. Max Wall stress does not require the results of the elastic expansion test. Therefore, Wall Stress in in both instances is NOT the same thing as elastic expansion; no games here.

I NEVER claimed the DOT will do away with overfills, I cautioned Eins against his claim that the DOT will automatically grant overfills on ALL LP Steel cylinders and offered that the DOT could just as easily do away with overfills altogether.
