You're dead wrong this time, Bill. You're passing on hearsay. Check out http://hazmat.dot.gov/rules/hm200_f.htm The DOT has intrastate authority as well as interstate. Their hazmat regs give them authority over pressurized cylinders whether you charge for air fills or not.
