I guess that depends on your perspective. You're absolutely right that the DOT exemption for HP PST's does not provide for an overfill. On the other hand, PST HP (3500)a.k.a. Sherwood, Dolphin, USD, cylinders are rated to 4000 psi in Europe. Yes, in Europe they require annual hydro, but they don't blow up at 4000, either. Practically speaking, PST 3500 psi tanks are regularly filled to 4000 in this country in certain communities. After all, they have to pass hydro at 5800! Also practically speaking, I've found that filling 3500's hot to only 3800 is sufficient to settle at 3500 when in the water.
