PST HP hydro pressure is not 5800 but only 5250 psi (+)

The DOT-E9791 exemption specifies a test pressure of 3/2 times service pressure, not 5/3 as is normal DOT practice.

Are you sure that the PST tanks rated to 4000 in Europe are exactly the same as marketed as HP 3500 here in the US?

I doubt this for two reasons:
a) 4000 psi = 276 bar.
There is no common fill pressure of 276 bar in Europe. It is either 200 or 300.

b) It appeared that some Faber tanks are rated to 300 bar in Europe that are only approved as LP tanks by DOT. This is not true. If one visits Faber's web site and looks at their table of tanks that they produce, it becomes obvious that the 300 bar tanks are not the same as the 2400+ tanks. It is not unlikely that PST produces stronger (thicker) tanks that are good for a higher fill pressure in Europe.
