You're pointing in the right direction.
However, you say "Without the denominator, these numbers are tough to interpret correctly".
I would say they are IMPOSSIBLE to interpret correctly without the denominator.
Unfortunately, DAN has a habit of just publishing raw data--meaningless data. And misleading, as a look at some attempts here on this board shows.
