Chris' original post did not specify a location. It could have included both locations where currents were probable and improbable. If currents are common at the specific location you have in mind, then keeping one person on the boat may well be the "safer" approach.
My points are:
1 - You are exchanging one set of risks for another. There may or may not be a net gain in safety.
2 - "Safer" is not the same thing as "safe."
