I contend it is always safer to have someone on the boat. If strong current comes up, and the anchor slips, the reel may do you very little good. There are also other things that can upset the boat, such as rouge waves and other boats that can only be dealt with if someone is onboard.
Buddy diving with a good buddy is safer than diving alone, if you only look at the dive in isolation. However, in the bigger picture of overall safety in and on the water is not isolated to the dive alone. Thus a simple-minded rule such, as "always dive with a buddy" does not always enhance ones overall safety. This one case I have provided clearly demonstrates that.
