They used to allow private boaters to dive these rigs until a diver drowned a few years ago. A friend from Fish&Game told me he was overweighted to begin with, then tried to make it to the surface with 75 lbs of scallops. He surfaced, yelled to his buddies on the boat, then sank. The lifeguards found him at 160' with the scallops and weightbelt still attached.

Open ocean is no place to be overweighted. A diver unfamiliar with his gear should not have even attempted to dive at the rigs. At least this guy on the Pacific Dream escaped Darwin's clutches.
