We're probably some of the few divers in the country that get to dive a federal Superfund (CERCLA) clean up site - about a mile or so off White's Point is what you are referring to. Montrose Chemical in Torrance was the culprit, dumping massive levels of DDT. They are currently testing a procedure to cover it with sand, but it's controversial.

PV diving can be great, and it's no more harmful than any other L.A. shore location if you follow the usual guidelines (stay away from storm drains, avoid the water for a while after the rains, etc.) And, the upside of all the chemicals is that you don't need any lights for night diving! :)
