I would think it should be the other way around.
If you use the more conservative computer as your primary, you'll be safer on 99% of your dives where it functions properly.

Should it take a dive and you switch to the more liberal backup, even if you push it to the limits (not advisable) you're no worse off than if you were diving the liberal computer all along.

In reality, I'd add a degree of conservatism if I switched to the backup. Say, leaving at least a 10 minute margin on the NDL.

Using the conservative computer as the primary would also avoid pushing the backup into lockup mode.

I hope I'm making myself clear.
