I'd recommend Dale at La Bufadora Dive (go 5 miles south of Ensenada, turn west at Maneadero and continue to the end of Punta Banda).
If the weather cooperates, there's some great diving (pinnacles, walls, etc.) Be warned, it's a bit rough and ready since your diving from open fishing boats and it's colder than Southern California, but it's only about $25 pp for a two tank trip.
