I've been charged by a bull Sea Lion and "Strafed" by others. Given the open mouth and display of teeth, the message seemed pretty clear to me. Granted, that was a bull male near a crowded rock landing, but I got the message and "got".
On the other hand, I've been "buzzed" by juvenile males who put on the "zip and dodge" well away from any beach or landing area (in fact they came out to the boat) at Santa Barbara Island 2 years ago. There were about 10 of them all around us and I never felt threatened at all.
