Yes, streamlining has the advantage of reducing entanglements, but streamlining also means you don't need to work as hard to go any speed. Less work=less consumption=less inert (N2, He, etc.) gas loading=lower risk of DCS=longer dive. Also, less work=lower CO2 generation=lower chance of deep water blackout, fewer head aches, more effecient off-gassing, lower risk of CNS toxicity and less bad breath. If you do need to bust ass for any reason, streamlining means you can go faster for longer. JJ's analogy was riding a bike on flat tires. Hanging stuff off your rig, like lights, bags, consoles, etc. or, for that matter, having to work to stay neutral in the water column, is akin to riding a bike on flat tires. Regardless of how fast you're going, someone is going to point at you and say "Hey, Frank, whyya ridin' on flat tires?"
