Further to Chris' post. He's right that if you remove the valve the airlines shouldn't complain. Word of warning; however. Make sure you disclose that you have a scuba cylinder in your bag. I recently had a case where the guy at curdside didn't ask, I didn't tell, and they paged me right before boarding to come down to the security area and open the bag to assure them the valve was off. I made the flight but I had to run like OJ. Just save yourself the hassle up front. Then your only problem will be excess baggage charges...
