I travel regularly with a 30 cu ft pony as part of my regular dive gear, packed in a rigid wheeled "wheely bin" as the Brits call them. Empty the tank but it isn't necessary to remove the valve. Once the tank is empty do NOT leave the valve open. If you do, you'll end up with a cup full of water in the tank due to condensation as the plane drops from 35,000 feet to the runway. Internationally, your gear will be xrayed and you'll be asked about the tank and have to demonstrate that it's empty. So when asked at check in, be honest: yes, but it's empty.
