You can expect the water temp. to be in the mid 50's anywhere along the So Cal coast in March. I'm also planning a trip to Baja, so let me know what you find out please. I'm not exactly sure how long the drive is to a good spot on the Cortez, but I do know there are some awsome island dives off Loreto if you have access to them. Schools of Hammer-heads are abundant if you venture into the right area.
