By knowing and understanding your buoyancy everyone from DIR fanatics with heavy back plates to hunters without BCs can dive safely.
Knowing your buoyancy includes your wetsuit in it's present state or dry suit, your body with it's current amount of body fat, your tank, regulator, lights, and weights,, lift in BC.
You should always be able to get positive at any depth without the BC by dumping weights, maintain neutral buoyancy while diving, do a safety stop, and float on the surface.
Any method that does these is fine.
