What is wrong with your imagination? Don't Driver License tests certify you to drive a car alone, solo? And the checker is sitting in the car, duh!
If the instructor dives behind/above the solo student, he can see how the student is fulfilling the tasks and so he can assess his skills. That's what it's all about.
How are cave diver skills to function in a complete silt-out checked? Not in a complete silt out, that's for sure!
