The net change is due to the reduction of the weight of the gas as you consume it. Where the difference is is that an aluminum tank is usually more bouyant then a steel wether its ful or empty, the shift in bouyancy is towards positive with alum as apposed to almost positive with steel. This is due to the empty starting bouyancy of the tanks, material does have a major effect.
