Kevin, I have always felt that the first effects of narcosis starts at 60ft. When my wife worked on chamber crew, she saw this to. The DAN stats seem to show that the accident rates start to go up at about 60 (I know that there are other factors, but I think that narcosis is a major one).
As far as a rec. diver on He. There are other benenfits to He besides the elimination of narcosis.
