It supposedly prevents unauthorized accesses from either within my computer or without. I have caught programs attempting to communicate to the internet that way. It says "PROGRAM X wants to access the internet. Do you authorize this?" Then I can say YES or NO. I can also say ALWAYS YES for things which I want to access without bothering me.
