I'll bet your recommendations aren't that far off from Karl's, he's airing to the side of caution when it comes to any gas besides air because air is more forgiving and anything other than that requires specialized training and skill.

My interpertation is that he wants the student to proof that they can be disciplined enough to make those critical stops and do them on air before he would trust them with the mix. A diver can be trained to handle narcosis levels down to this depth and beyond according to some. I can see some advantage to having this capability.
