That is not always the case.
Double HP120s with a ABS back plate are neutral at 500 psi.
The problem comes from the DIR fanatics insistence on using a heavy stainless steel back plate.
It you use double, very negative tanks, you may have a buoyancy problem.
However a simple minded mindless rule of never diving with steel tanks in a ludicrous at best.
The true issue in total bouancy.
