No. Deep Air certification was not a requirement to
obtain Nitrox 32 or 36 in 1996. Advanced Nitrox was
required to obtain fills to 50/50, but that was only
to be used for decompression. The majority of 50/50 fills
that I blended did go into main tanks, like 80's and 95's
for people who had the Advanced Nitrox card but were either
beach diving or teaching shallow. ( or had ANDI Complete User
Certification cards. )

Its all there in the textbooks that were required as part
of the course.

The rules have been changed over the years, but that
was IANTD policy in 1996 ! Other agencies had different
rules then also.
