as far as shooting sea otters, i have no clue
about that, but i have been told that it is
legal to shoot seals and/or sea lions up in
norcal since their numbers are not considered
low. ((a dive friend up 'north' mentioned once that
her husband had shot and killed a seal while
he and a friend were out fishing b/c he didn't
want the seal to take their catch.))
