1) Tanks will rust if any water is in them.
Once the water is there, most will stay.
2) Tanks are designed to hold thier service pressure without any damage.
There is no problem keeping tanks full.
There is no significant creep at or below the service pressure.
You may have a problem if you overfill tanks, and especially if you store them over filled.
