Those high pressure cylinders were charging banks for the air starter. In case of battery failure the big diesel engines could be started with air.

The room you describe is where the hastily installed electrical generator was, the generator that started the fire that sank the ship. I have the main coil from that generator, that caused the spark. Its is perhaps the most interesting thing I have found on the Valiant. Well, except for the porthole I recovered on Chamber Day.

There are actually three rooms you can get into on the Valiant, thats the biggest one. She really is a terrific wreck !
