I'm not disagreeing. Just voicing my opinion to further discussion. In order to engage in the types of activities such as deep diving, OE, cave etc. futher training and equipment is required. Since 'most' divers are human they will end up in situations that are unsafe. i'm not convinced that any level of training will prevent that. Think about every dive before entering the water and attempt to anticipate contingencies.
