I've used my EMT shears to cut fishing line, nets, metal wire, and nylon cord. I think doing so with the shears was far easier than it would have been with a knife since I could use the shears with one hand. About the only things you can't do with shears are to use them as a pry bar or to stab (to kill game or stab yourself as you try to replace the knife in surge). I would be surprised if the game bag was tied on with line thicker than 1". Shears could have easily cut open the game bag if the cord could not have been cut.
