There are a couple of reasons. Tanks get tossed around a lot so a propellor unit on the bottom of one would have to be very sturdy. BC's aren't really designed to handle thrust from the tank so you'd probably need to design a custom BC that wouldn't ride up (crotch strap? Ugh). Also, I think steering would be much more difficult than with the leg mounted units. There is actually a patent on that very idea from the early 80's, but I don't know if it was ever produced commercially.
