depends where you are. If you're south of Pt. Conception, you're golden. North of that line, Lings are still closed until July 1. Nearshore rockfish opened this month. The rules are about as convoluted as possible. And it's only getting worse.
However, even so, the rockfish and nearshore stocks have been decimated. I don't want to infringe on anyones right to shoot what they want (as long as it's legal), I would ask that people join me in a self-imposed rockfish moratorium. I for one will not be shooting any more rockfish till the stocks recover.
