Get recomendations from diving friends, interview with lots of shops - in other words do a lot of research. The priority should be on finding a good instructor who teaches the safest and most comprehensive course possible. The agency isn't nearly as important - both will issue you a 'c' card that's recognized around the world. Good luck!
