Ken, I don't think that's correct. According to Bill High
of PSI, a tank can be cracked and still pass hydro.
If the hydro people are not diligent or practiced
enough to spot cracks, they will be missed. It is
essential that scuba shop personnel carefully
inspect tanks before they fill them even after the hydro
test. The VIP sticker is not superfluous. A visual
inspection means more than just being "clean" inside.
