He said he is slightly buoyant at the surface at the end of the dive. That is not overweighting in my book.

As to the being negative at the bottom, you and I agree that we are more negative at the bottom. The question is whether he chooses to become neutral or remain somewhat negative during that portion of the dive. I see this as a personmal preference that is activity related.

If I am in a silty place I might chgoose to be slightly positive and keep the fins up a bit. If I am in a place where there is overhead silt available. I will need to be neutral and only allow fin wash to travel back and level. But choosing the buoyancy to adjust to is a personal choice based on the dive and it purpose.

Just because a diver pulls himself along the bottom during the dive does not mean he is overweighted!
