If you are a diver, you should accompany your friend and visit a few shops and let him meet and talk to the instructors. See which ones come off as confident rather than cocky. See which ones stress speed versus cojmpleteness. See who brings up stuff like how comfortable they will be in the water when they are done.

Ask how many students per instructor or assistant they allow. Find out the total cost of the training with EVERYTHING included (are the boat dives included in the package?)

Then I would ask the instructors/shops for references of recent O/W students. See how they liked it and how comfy were they when they started diving on their own.

Then flip a coin I guess.
