What you say is true, Mike. Most people would not know what to say on a typical questionnaire form.
If however they later learned, and felt really strongly that they were not trained well by a certain OWSI & staff (its a team effort), then they could complain to the store owner or to the certifying agency, as far as being heard is concerned.
Other people might not feel so comfortable about lodging a complaint, and would rather try another dive store. That happens too. When that happens, the first dive store loses a valuable customer, and the second store gains by the first store's mistake.
That seems to meet Darwin's theory/hypothesis of natural selection, in a social Darwinism context.
If the customers of a given store either die or leave, it is eventually a death knell for that store anyway. It will all sort itself out given enough time.
On the other hand, if an agency is experiencing growth in market share, then it must be doing something that is meeting demand and pleasing customers. And what you or I think about how they are doing it, is a different matter, a matter of approval or disillusionment, I think.
