I have read more about local divers getting pulled down to their doom by that "breathing seathing kelp" than have been eaten by sharks. So what we need to do is to kill off the kelp to protect the divers. Then we can work on getting rid of the non-game fish that clutter up the water.
Then we we have our ocean the way we want it!
