Mike, where these students experiencing their skills for the first time? That could make a very real difference in what you observed VS what you interpreted. I would expect the drills be performed the first, if not the first few times while seated in shallow water, only when performance warrents would it then move on to the actuall diving conditions. I was spoiled with my OW training I guess as I got real conditions right off the bat.
