those pilots are expected to be proficient in most skills BEFORE the are licensed as pilots! Not in contining ed classes. I don't think going through the motions, i.e. "oh you aren't comfortable with that? Ok we'll just skip it and let you fly anyway" would go over too well in the flying community) I had to do 60 hours of time just to be allowed to fly MY ultralight solo and mistakes and missed lessons were NOT forgiven!! PS the instructor knew that I knew how to fly my aircraft Before the lessons but would NOT allow me to fly out of his airfield without full certification! this was not commercial, no passengers and you are not allowed to fly over populated areas.
